The Pradhan Mantri Gramin Digital Saksharta Abhiyan scheme has been launched by Prime Minister Narendra Modi at Gandhinagar. By March 2019, according to the scheme, it has been estimated to convert 6 crore rural households into digitally literate households. In this way, it would be possible to make this initiative one of the largest digital literacy program that would help rural citizens to know about digital India more.

What is the main purpose of the scheme?

The main aims of the scheme are to provide knowledge to literate the citizens of the country digitally at free of cost. The scheme further aims to provide free accessibility of information, education, knowledge and healthcare. In addition to this, it would help the people to know about digital payments and create various sources for livelihood. By the estimated time, it is expected to cover up 40% of the rural mass. It can further be stated that according to the benefits of the scheme, people in rural area would be trained to operate computers, smartphone, tablets and other devices. They should also know how to access internet, accomplish digital payments, access government services, and compose e-mails and other services. It would make their lives easier by the influence of these benefits of the digital world. Other than the rural people, the minorities section, SCs and STs, differently abled and BPL families will be able to avail the benefits of the scheme. Therefore, it can be expected to be one of the largest digital literacy program initiatives that are sure to improve the condition of the rural people and bring them at par with the urban citizens.

Key features of the scheme

  • It has been planned that near about 25 lakh citizens would be trained as part of this scheme during the financial year 21016-2017. The number of the citizen would increase from 275 lakh in the year 2017-2018 and it would reach to 300 lakh citizens in the year 2018-2019. Therefore, the main purpose of the scheme would be to involve more number of citizens in the digital project which mainly targets the rural citizen of India.
  • To have suitable geographical reach to the citizens, it has been estimated that 250,000 Gram Panchayats throughout the country should try to register an average of 200 to 300 candidates from each of the areas. With the help of the Gram Pnachayats, it would be easier to spread the benefits of the scheme.
  • People would be made digitally sound, such that they can operate computers, smartphone and other electronic gadgets. In addition to this, they would be also taught how to access email service and make online payments and take part in cashless transactions. It would make their life even easier and smooth. By able to browse internet, they would be able to know about several government services and be a part of the same. In this way, it would be easier to improve the livelihood of the rural mass.
  • Only under the supervision of Ministry of Electronics and IT department, the scheme would be implemented on the rural citizens. This department would work together with states and UTs through state agencies, district e-Governance society and other departments as well.

Training process under the scheme

Training procedure for the scheme would be divided into two divisions, namely part 1 and part 2. In part 1 of the training, necessary training would be given to the citizens pertaining to usage of digital devices like tablets, smartphones and computers. In addition to this, citizens would also be given training of how to use email services. Also, they would be given training of how to use internet. The time duration for using the internet would be 20 hours within a span of 10 to 30 days.

For the second level, necessary training and skill should be provided to the citizens and in this case, the time and duration of the course would be 40 hours that would take place within 20 to 60 days.

Eligibility criteria for the scheme

The eligibility criteria to avail the benefits of the scheme are that the candidate should be illiterate or a non-IT literate person who have completed 7th standard.

The eligibility criteria for the second level are that the candidate should be a non-IT literate person who has passed 8th standard.

Other eligibilities of the scheme are as follows:

  • The scheme is applicable for the rural mass.
  • In a family where none of the members are digitally literate would be eligible to avail the benefits of the scheme.
  • Only one person would be eligible to apply for the scheme from each family.
  • The age limit for the same would be 14 to 60 years.
  • Students who are digitally illiterate studying in the class from 9th to 12th would be given computer facility as it would not be provided in their respective schools.
  • The identification of the candidates would be accomplished by CSC-SPV in coordination with Gram Panchayats, DeGS, and Block Development Officers. The details of other beneficiaries have been mentioned in the official portal of the scheme.

According to the estimation of 71st National Sample Survey Organization or NSSO Survey pertaining to education, out of a total of 16.85 crore households, only 6% have access to a computer. The remaining 94% of the households are deprived of access to computers and thus, it is quite evident that a significant number of household are still remaining in the digitally illiterate zone. By making computer available to most of the households, it would help to make them digitally empowered as they would have access to information, skills, and knowledge of how to use computers and digitally access other electronics devices making their life much easier and free flowing.

  • The government takes initiative to concentrate more on digital India and promote the increased use of cashless dealings with the use of mobile phones, mobile banking, digital wallets, UPI or Unified Payments Interface, USSD or
    Unstructured Supplementary Service Data, AEPS or Aadhaar Enabled Payment System and others.
